Supervisory Contract Specialist

Plan, develop, establish and organize the contract strategy for the overall acquisition contracting process at CIH for a wide variety of contracts. Determine the type of contract, the authority to be used, oversee the development of the pre-negotiation position and the preparation. Responsibilities include the oversight of the full range of contract functions and actions, specifically the planning, solicitation, negotiation, source selection, award, administration, protests, terminations and closeout of contracts. Provide guidance, instruction and is the principal decision-making official providing direction and assistance to personnel in the Acquisitions and Support Services division. Direct the full range of contract administration actions required for the acquisition program, including the issuance of task orders, contract modifications, negotiation of changes, exercise of options, investigation and resolution of contractor delays, contractor performance, subcontractor surveillance, disposition of claims, terminations, closeout and other required matters. Supervise a staff of professional, technical and administrative employees who are engaged in various aspects of planning, solicitation, negotiation, award and administration of the numerous complex health related contracts. Has responsibility for all personnel actions (promotion, adverse action, selection of personnel, employee performance evaluation, etc.) in the department. User of Unified Financial Management System, requires Level 5 background investigation with credit check. To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. BASIC REQUIREMENT:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (You must submit your transcripts with your application.) C. Exceptions:
Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. D. Waiver:
When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Performing the full scope of the acquisition cycle with contract authority for all acquisition functions; analyzing operational needs and making decisions on award of contracts, grants, and cooperative agreements; providing technical oversight to Project officers in all phases of the acquisition cycle; providing oversight to acquisition staff; establishing goals and objectives and monitoring and evaluating progress of same. SUPERVISORY ABILITIES:
This is a supervisory position and candidates, in addition to the qualification requirements described above, must have demonstrated in their work experience or training, that they possess, or have the potential to develop, the qualities of successful management, as required for the position. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements:
Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
